Uzbekistan Confirms Commitment to UNFCCC and Paris Agreement Obligations

At the Central Asian University for Environmental Studies and Climate Change (Green University), a seminar on “Development of the Roadmap for NDC 3.0 Implementation” was held, organized by the National Committee of the Republic of Uzbekistan on Ecology and Climate Change in partnership with the UN Development Programme (UNDP).

The event brought together representatives of ministries and agencies, the UN Resident Coordinator’s Office, UN agencies, international financial institutions, development organizations, donors, and civil society organizations. The seminar also hosted the first meeting of the NDC Coordination Group.

Mr. Jusipbek Kazbekov, Deputy Chairman of the National Committee on Ecology and Climate Change, highlighted that the everyday impacts of climate change — land degradation, shrinking water resources, prolonged droughts, dust and sand storms — are already directly affecting public health and economic resilience. He emphasized Uzbekistan’s commitment to the obligations under the UN Framework Convention on Climate Change (UNFCCC) and the Paris Agreement.

Special attention was given to the strategic importance of “NDC 3.0”, adopted in November 2025. The document sets a target to reduce greenhouse gas emissions intensity by 50% by 2035 compared to 2010 levels, aligning updated climate goals with green development priorities, including the accelerated expansion of renewable energy.

“NDC 3.0” was officially presented to the international community at COP-30 in Belém, Brazil (November 2025). It highlights the high vulnerability of Central Asia to climate change, increasing land degradation, and decreasing water resources, emphasizing the need for enhanced mitigation and adaptation measures.

Mr. Kazbekov stressed that up to USD 30 billion may be required for adaptation measures by 2035, and noted that Uzbekistan has developed five sectoral adaptation plans, covering water resources, agriculture, health, energy-efficient buildings, and climate-related emergency response measures.

The seminar discussed key steps for preparing the NDC 3.0 Roadmap, including defining goals and priorities, allocating responsibilities among agencies and partners, and approaches to financing and monitoring implementation. Participants shared recommendations and views on next steps.

The event concluded with an invitation for participants to attend the “Eco Expo Central Asia – 2026” (31 May – 5 June) and the 8th Global Environment Facility (GEF) Assembly, both scheduled to be held in Samarkand.
