President of the Republic of Kazakhstan Signs Law on Forestry, Protected Areas, and Business Support

Astana, June 26, 2025 — The President of the Republic of Kazakhstan has signed the Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Issues of Forestry, Specially Protected Natural Areas, and Guaranteeing the Obligations of Private Business Entities.”

The Law introduces changes to the Land, Forest, Entrepreneurial, Labor, and Budget Codes, as well as to nine sectoral laws.

The adopted amendments include six key components:

  • Improvement of legislation on Specially Protected Natural Areas (SPNAs), including revised grounds for the reclassification of SPNA lands into other categories;

  • Enhanced environmental protection and public safety measures in SPNA territories;

  • Protection and sustainable management of the “green belt” around the city of Astana;

  • Regulation of carbon offset mechanisms, including extending the Forest Code to cover offset activities on lands of the state forest fund aimed at absorbing greenhouse gases through afforestation and restoration of degraded and disturbed lands;

  • Strengthening of social protection for employees in the SPNA sector;

  • Introduction of a credit guarantee system for business entities, designed to improve access to financing for entrepreneurs lacking sufficient collateral to secure loans from second-tier banks.

The Law is aimed at promoting sustainable natural resource use, preventing land degradation, and supporting environmentally responsible entrepreneurship.
