Uzbekistan, Kyrgyzstan and Tajikistan are developing a regional programme titled Climate-Resilient Landscapes in Central Asia (CLiCA). The German Agency for International Cooperation (GIZ), together with national partners, is preparing the programme to attract funding from the Green Climate Fund (GCF).

The programme aims to strengthen climate resilience in agriculture, forestry and other land use (AFOLU) and reduce greenhouse gas emissions. In Uzbekistan, activities are planned in areas including the Fergana Valley and Surkhandarya Region.

Planned measures include using climate data in land-use and investment planning, promoting sustainable farming practices, restoring pastures and forests, and improving rural small and medium-sized businesses’ access to climate finance. The programme will also build the capacity of government agencies and land users and strengthen cross-border cooperation.

In Uzbekistan, the National Committee on Ecology and Climate Change is the national implementing partner. The programme is expected to be financed by the GCF, Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), and contributions from the participating countries.

According to the programme’s targets, it will directly strengthen the climate resilience of more than 1 million people, support sustainable management and restoration measures across nearly 939,000 hectares of land, and reduce greenhouse gas emissions by 6.95 million tonnes of CO₂ equivalent.

Environmental and Social Impact Assessment and Environmental and Social Management Plan documents have also been prepared. They outline the programme’s potential environmental and social impacts, related risks and proposed mitigation measures, and have been made available for public information.
