UNDP and UNEP Support Turkmenistan in Strengthening Climate Reporting

Ashgabat, February 16, 2026. The United Nations Development Programme (UNDP) in Turkmenistan, in cooperation with the Ministry of Environmental Protection of Turkmenistan, held a national wrap-up meeting to present the final version of the country’s Fourth National Communication (NC4) under its commitments to the United Nations Framework Convention on Climate Change (UNFCCC).

The event brought together representatives of government institutions, international organizations, and civil society. Participants reviewed the preparation process and discussed the next steps for the official submission of the report to the UNFCCC Secretariat.

The NC4 includes updated data on greenhouse gas emissions, an overview of mitigation measures, projections, and priority needs for financing and capacity building. Particular attention is given to strengthening the national Monitoring, Reporting and Verification (MRV) system.

The report also highlights Turkmenistan’s progress in introducing modern technologies, expanding renewable energy deployment, and improving energy efficiency.

“The preparation of the Fourth National Communication confirms Turkmenistan’s commitment to international climate obligations and transparency principles. UNDP, together with partners, supports the country in strengthening its climate reporting system and advancing national priorities for low-carbon development,” said Farhat Orunov, Environmental Portfolio Programme Analyst at UNDP Turkmenistan.

The Fourth National Communication was prepared by the Ministry of Environmental Protection of Turkmenistan with technical support from the United Nations Environment Programme (UNEP) and UNDP, and with financial assistance from the Global Environment Facility (GEF). The document reflects the country’s progress in implementing the Paris Agreement and fulfilling its international climate commitments.

NC4 was developed in parallel with the First Biennial Update Report (BUR1) and the First Biennial Transparency Report (BTR1), also supported by UNDP and UNEP, ensuring a coordinated and systematic approach to national climate reporting.

The reports provide transparent and comparable greenhouse gas emission data for the period 2010–2021, prepared in accordance with the 2006 IPCC Guidelines.
