Dushanbe, Republic of Tajikistan, 2–5 February 2026 — representatives of the Scientific Information Center of the Interstate Commission on Sustainable Development (SIC ICSD) participated in a regional hands-on training aimed at strengthening capacity in greenhouse gas (GHG) inventory development and climate policy assessment in the land use, land-use change and forestry (LULUCF) sector.

The training was held with the support of the Regional Climate Action Transparency Hub for Central Asia (ReCATH), implemented under the Initiative for Climate Action Transparency (ICAT), and hosted by the Regional Environmental Centre for Central Asia (CAREC), with technical assistance from the GHG Management Institute.

The event followed a regional capacity-building workshop held in October 2024 in Bishkek. The current training focused on advanced work under Modules 2 and 3, with particular emphasis on assessing climate policy impacts in the LULUCF sector, which plays a key role in achieving national climate targets across the region.

The main objective of the training was to strengthen practical knowledge and skills of ReCATH Technical Working Group members, national greenhouse gas inventory teams and sector experts required for estimating emissions and removals, as well as analysing climate change mitigation measures. Participants enhanced their capacity to identify and prepare relevant activity data and parameters, track land-use and land-use change processes, and apply results to improve national inventories and support the implementation of Nationally Determined Contributions (NDCs).

The programme combined theoretical and practical sessions covering climate policy impact assessment, NDC monitoring, analytical tools including the EX-ACT model, and technical aspects of LULUCF inventory preparation in line with IPCC guidelines. Particular attention was given to the exchange of national experiences, discussion of achieved results and identification of existing challenges.

Following the in-person training, participants will continue working on technical assignments over the coming months with advisory support from trainers. This approach will help consolidate acquired knowledge and ensure its application at the national level.

Participation of selected delegates from Turkmenistan was supported through the national project “Strengthening Turkmenistan’s capacity to comply with the Enhanced Transparency Framework under the Paris Agreement”, implemented by SIC ICSD with the support of the Food and Agriculture Organization of the United Nations (FAO) as the implementing agency of the Global Environment Facility (GEF).
