Russia to Establish a Unified Digital Platform for the Agro-Industrial and Fisheries Sectors Using Artificial Intelligence

Russia will establish a unified digital platform for the agro-industrial and fisheries sectors incorporating artificial intelligence technologies. The corresponding instruction was issued by Prime Minister Mikhail Mishustin following an industry strategic session.
The digital platform will:

ensure the integration of federal government information systems;

enable the implementation of a service-oriented management model for the agro-industrial sector;

contribute to raising the level of knowledge across the industry, including educational programs, scientific achievements, and the deployment of innovations.
The platform will be developed by the Ministry of Agriculture, the Ministry of Digital Development, the Ministry of Science and Higher Education, the Ministry of Finance, Rosselkhoznadzor, and Rosrybolovstvo.
The deadline for implementation is 30 December 2026, with an interim report due by 1 July 2026.
Support for Innovation and Scientific Development in the Agro-Industrial Sector
A separate set of instructions focuses on the introduction of innovative solutions and scientific developments in the agro-industrial sector.

By 29 April, the Ministry of Agriculture, the Ministry of Finance, and the Ministry of Science and Higher Education are to submit proposals on priority state support for projects involving the adoption of innovations.

By 18 May, these ministries, together with the Ministry of Economic Development, are tasked with examining mechanisms under which a portion of corporate income tax paid by companies implementing new technologies in agriculture would be allocated to finance technology developers for further research.

By 2 November, the same ministries, with the participation of the Ministry of Natural Resources, are to consider the approval of a scientific and technical program aimed at improving soil fertility, including the creation of artificial soils and the restoration of state protective forest belts.

The Ministry of Science and Higher Education, the Ministry of Agriculture, and the Ministry of Labor will also prepare proposals to expand material and social incentive schemes for scientific personnel.
Strengthening Agricultural Exports
A significant block of instructions is devoted to enhancing the export potential of agro-industrial products.

The Ministry of Transport, the Ministry of Agriculture, and the Ministry of Construction are to submit, by 18 May, proposals to shorten implementation timelines for infrastructure projects on inland waterways and to develop differentiated railway tariffs for transporting agro-industrial products.

By 29 June, the Ministry of Agriculture and the Ministry of Finance, with the participation of the Russian Export Center, must present initiatives to ensure the effective promotion of Russian agro-industrial technologies in foreign markets.

By 2 July, the Ministry of Industry and Trade, the Ministry of Economic Development, the Ministry of Agriculture, and the Russian Export Center are to submit coordinated proposals on measures to promote Russian agro-industrial products on international electronic trading platforms.

By 27 January, the Ministry of Agriculture is required to submit a report to the Government on the adequacy of measures aimed at cooperation with friendly countries in the development of agri-food exports.
Human Resources and Labor Productivity in Agriculture
Several instructions focus on strengthening human capital in the agro-industrial sector.

By 22 April, the Ministry of Science and Higher Education, the Ministry of Agriculture, and the Ministry of Finance will examine the possibility of increasing budgetary funding standards for training specialists in veterinary medicine, animal science, agricultural engineering, and biotechnology.

Together with Rosobrnadzor, the ministries will assess the need to introduce special requirements for the delivery of higher education programs in agriculture, particularly with regard to staffing and material resources.

By 30 April, the Ministry of Agriculture, the Ministry of Economic Development, and the Competence Center for Labor Productivity are tasked with analyzing existing measures to improve labor productivity in agriculture and assessing their sufficiency for achieving target growth rates.

In addition, by 22 April, the Ministry of Education, the Ministry of Science and Higher Education, Rosobrnadzor, and the Ministry of Agriculture will review the participation of Agroprofi grant recipients in the selection process for federal subsidies to renovate student dormitories under the “Education Development” state program.
Speaking at the strategic session held in November 2025, Prime Minister Mikhail Mishustin emphasized that the Government will continue to provide systematic support to the agro-industrial sector in order to strengthen national food security and fulfill the objectives set by the President of the Russian Federation.
