National Seminar in Ashgabat Focuses on Strengthening Climate Transparency under the Paris Agreement

Ashgabat, February 11–12, 2026 a national seminar titled “Reporting Requirements under the Paris Agreement, Technical Support, Key Gaps, and Actions for Institutional and Technical Capacity” was held at the Archabil Hotel conference hall.
The event was organized by the Scientific-Information Center of the Interstate Commission on Sustainable Development (SIC ICSD) in cooperation with the Food and Agriculture Organization of the United Nations (FAO) and with support from the Ministry of Environmental Protection of Turkmenistan. The seminar took place within the framework of the CBIT project — “Strengthening Turkmenistan’s Capacity to Comply with the Enhanced Transparency Framework (ETF)”, funded by the Global Environment Facility (GEF).
Approximately 30 representatives of government ministries, the national statistical service, research institutions, civil society organizations, and international partners participated in the event.
The Paris Agreement established the Enhanced Transparency Framework (ETF) as a central mechanism for tracking progress toward Nationally Determined Contributions (NDCs) and preparing national greenhouse gas inventories. For Turkmenistan, implementing ETF requirements represents both an institutional challenge and a strategic opportunity to modernize its climate reporting system.
Under the CBIT project, SIC ICSD conducted a comprehensive assessment of institutional and technical gaps in the national reporting system. As a result, a preliminary roadmap and the RAPETF Action Plan were developed to improve monitoring, reporting, and verification mechanisms in line with the Modalities, Procedures, and Guidelines (MPGs) of the Paris Agreement.
During the two-day seminar, participants addressed:

strengthening institutional arrangements for climate governance;

preparation of national greenhouse gas inventories;

tracking progress in NDC implementation;

developing monitoring and evaluation systems for adaptation;

enhancing transparency of climate finance.
Group work sessions enabled stakeholders to identify short- and medium-term priorities, allocate responsibilities, and agree on approaches for a gender-responsive RAPETF Action Plan.
The seminar concluded with agreement on key directions for strengthening Turkmenistan’s institutional and technical capacity in climate transparency, laying the groundwork for the development of a Long-Term Low Emission Development Strategy (LT-LEDS).
The event reaffirmed SIC ICSD’s leading role as a national analytical platform on climate policy and international reporting and demonstrated strong interagency coordination in fulfilling Turkmenistan’s commitments under the Paris Agreement.
