Ministry of Natural Resources Summarizes Its Achievements in Regulatory Development and International Cooperation

The Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic has presented the results of its activities for 2025, highlighting significant progress in strengthening environmental legislation and expanding international partnerships.

Regulatory development remained one of the key priorities of the Ministry. Throughout the reporting period, 79 draft regulatory legal acts were developed, 50 of which have already been approved. In addition, the following documents were adopted:
1 Presidential Decree,
7 laws,
13 resolutions,
26 orders of the Cabinet of Ministers of the Kyrgyz Republic.

These efforts aim to enhance state regulation in environmental protection, sustainable use of natural resources and technical supervision.

In the field of international cooperation, the Ministry coordinated the work of more than 17 intergovernmental commissions, including Kyrgyz–Korean, Kyrgyz–Chinese, Kyrgyz–Russian, Kyrgyz–Austrian, Kyrgyz–Turkish, Kyrgyz–Kazakh, Kyrgyz–Belarusian and other formats.

In 2025, the Kyrgyz Republic signed over 20 international agreements and memorandums focused on environmental protection, sustainable resource management and green development. Partner countries included Russia, China, the Republic of Korea, Japan, Turkey, Saudi Arabia, the United Arab Emirates, Belarus, Tajikistan and others.

Key international documents signed in 2025 include:

  • A Memorandum of Cooperation on Sustainable Development with Italy’s Ministry of Environment and Energy Security;
  • A Memorandum with the Ministry of Commerce of the People’s Republic of China on investment cooperation in minerals used in clean energy technologies;
  • Memorandums of Understanding on ecology and sustainable development with Tajikistan, Belarus and Uzbekistan;
  • A regional memorandum between China and Central Asian countries on investment cooperation in “green” minerals.

A notable achievement is the strengthening of cooperation with KOICA (Korea International Cooperation Agency). The parties signed a Letter of Intent to implement the project “Improving Air Quality in the Kyrgyz Republic” worth USD 10 million.
