Kyrgyzstan Launches Preparation of the Second Biennial Transparency Report and Fifth National Communication

The Kyrgyz Republic has launched the preparation of the Combined Second Biennial Transparency Report and Fifth National Communication (BTR2/NC5), aimed at strengthening transparency in national climate policy and fulfilling international climate commitments.

The initiative was announced by the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic in cooperation with the United Nations Development Programme (UNDP). The work is being carried out within the framework of the country’s obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, which promote transparency and accountability in climate action.

The launch seminar brought together representatives of government agencies, international organizations, the scientific community, and climate experts, creating a platform for coordination of national climate reporting efforts.

A. Raimkulova, Deputy Minister of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic, noted that Kyrgyzstan continues to consistently fulfill its international commitments and strengthen the national climate reporting system.

She stated that the preparation of the BTR2 and the Fifth National Communication represents a new stage of work, enabling the country to ensure high-quality and timely reporting while strengthening the analytical basis for climate-related decision-making. According to her, the process will also support the integration of socio-economic and gender aspects into climate policy and facilitate the mobilization of international climate finance.

Participants also noted that Kyrgyzstan successfully prepared its First Biennial Transparency Report in 2025, which marked an important step toward strengthening institutional capacity and interagency cooperation in climate policy.

The seminar provided an opportunity to discuss key tasks for preparing the reports, define the roles of participating institutions, and develop a roadmap for further work. The reports are expected to support the strategic use of climate data for sustainable development planning in the country.

The project is implemented with the support of UNDP, financed by the Global Environment Facility (GEF), and coordinated by the United Nations Environment Programme (UNEP).
