Kyrgyzstan Adopts Updated Climate Goals and Presents First Biennial Transparency Report

At the inaugural meeting of the Coordination Council on Environment, Climate Change, and Green Economy Development of the Kyrgyz Republic, two milestone documents were approved: the Updated Nationally Determined Contribution (NDC 3.0) and the country’s First Biennial Transparency Report (BTR).
The adoption of these documents marks an important step in fulfilling Kyrgyzstan’s commitments under the Paris Agreement and strengthens the country’s position ahead of the Special High-Level Climate Action Event for Heads of State and Government (24 September 2025, UN Headquarters, New York) and the 30th Conference of the Parties to the UNFCCC (COP30) (10–21 November 2025, Belém, Brazil).
NDC 3.0 outlines Kyrgyzstan’s climate goals through 2035, including emission reductions and adaptation measures. The estimated financial needs amount to USD 12–15 billion. The plan covers energy, transport, agriculture, land use, forestry, industry, and waste management. Strong focus is placed on adaptation: protecting water resources, ensuring food and energy security, conserving biodiversity, safeguarding public health, and strengthening infrastructure resilience. For the first time, the document integrates the principles of a just transition, social inclusion, and gender equality.
The First Biennial Transparency Report (BTR) consolidates data on emissions and removals, progress in climate policy implementation, and information on international support received and required. Prepared under the Enhanced Transparency Framework of the Paris Agreement, it lays the foundation for Kyrgyzstan’s regular reporting to the UNFCCC Secretariat.
The adoption of NDC 3.0 and the BTR demonstrates Kyrgyzstan’s strong commitment to advancing national climate policy, embedding sustainability principles into government programs, and mobilizing international resources to shield its people and economy from climate risks.
