Kazakhstan Introduces Incentive System for Responsible Land Use

Astana, June 12 — Kazakhstan is developing legislative initiatives that will allow farmers to receive passive income for practicing soil-friendly approaches and implementing sustainable agricultural technologies. This was announced by Murad Temirzhanov, Chair of the Committee for Land Resources Management, during the training session “Carbon Projects in Agriculture, Forestry, and Other Land Use Sectors” held in Astana.

It was also noted that the Parliament is currently reviewing a draft law on soil protection, which outlines core approaches to combating land degradation. Among the key proposed changes is a system of incentives for farmers and land users who engage in soil restoration and quality maintenance.

The first step will be to establish legal definitions and regulatory foundations. Participation in the program will be available to those who possess a state-issued land certificate. This will be followed by the launch of a “Digital Land User’s Cabinet” — an online platform providing data on soil conditions, agricultural practices, and pasture rotation.

If positive progress is observed, a verification process will be initiated: experts will conduct field assessments, and if improvements are confirmed, the farmer will receive a certification. This certification can then be monetized, providing financial incentives for sustainable land use and long-term preservation of agricultural productivity.
