Coordination Council on Climate and Sustainable Development Held in Bishkek

Bishkek, July 3, 2025 — Chairman of the Cabinet of Ministers of the Kyrgyz Republic, Akylbek Japarov, chaired a meeting of the Coordination Council on Climate Change, Ecology, and Sustainable Development. The event brought together representatives of relevant ministries, international partners, and experts.
One of the main agenda items was the review of the Country Program between the Kyrgyz Republic and the Green Climate Fund (GCF) for 2025–2028. The program aims to enhance the country’s access to international climate financing mechanisms and includes six priority projects:
Reducing greenhouse gas emissions in the housing sector through improved energy efficiency and the use of clean technologies;
Enhancing climate resilience through ecosystem-based adaptation and disaster risk management, particularly in vulnerable regions;
Improving ecosystem services for resilience in the mountainous areas of Issyk-Kul, focusing on biodiversity conservation and sustainable natural resource use;
Integrated water resource management for sustainable agriculture in the Batken region, based on local initiatives and digital tools;
A second emissions reduction project in the residential sector, aimed at scaling up successful practices;
Implementing a climate finance program for small and medium-sized enterprises (SMEs) and households, including access to green credit instruments.
All proposed projects were discussed and unanimously approved by the members of the Coordination Council. Emphasis was placed on inter-agency cooperation and engaging the private sector in climate-related initiatives.
In the second part of the meeting, participants reviewed and adopted the 2025 Work Plan of the Climate Finance Center, which outlines steps to build national capacity for preparing GCF proposals, expand cooperation with donors, and promote innovation in sustainable development.
