On 25 August 2025, the Scientific Information Center of the Interstate Commission for Water Coordination of Central Asia (SIC ICWC) launched a regional initiative under the EU–UNEP Partnership on Climate, Environment and Peace. The programme, funded by the European Union with technical support from the UN Environment Programme (UNEP), is designed to assist local communities in Kyrgyzstan, Tajikistan and Uzbekistan in developing and implementing climate adaptation measures. A strong focus is placed on nature-based solutions that address climate risks while promoting socio-economic stability and sustainable development.

The launch event in Fergana (Uzbekistan) brought together representatives of national and local authorities, civil society organizations, and experts. During the meeting, eight local organizations were officially announced as grantees receiving funding and technical support to implement adaptation measures in the climate-vulnerable areas of the Fergana Valley.

Ms. Jana Kurpisa, Programme Manager at the EU Delegation to Uzbekistan, highlighted the EU’s commitment to supporting climate adaptation as a pathway to peace and socio-economic stability. Dr. Sherzod Muminov, Deputy Director of SIC ICWC, emphasized the importance of regional cooperation under the project. The programme has a total budget of €1.7 million, with over 70% allocated directly to community-led initiatives.

Looking Ahead

Between 2025 and 2027, the programme in Central Asia will focus on three main priorities:

  • supporting local organizations in developing and implementing nature-based climate adaptation measures tailored to community needs;

  • fostering a regional community of practice for knowledge-sharing and collaboration;

  • feeding lessons learned into national, regional and international policy processes.

The Fergana launch event marks an important step in the EU–UNEP partnership, turning climate and environmental challenges into opportunities for cooperation, resilience, and long-term sustainable development in the region.
