A joint digital platform for best available techniques (BAT) was a key topic of discussions between Uzbek and Kazakh specialists at the State Center for Environmental Expertise under Uzbekistan’s National Committee on Ecology and Climate Change.
Kazakhstan’s delegation included K. B. Masenov, Managing Director and Head of the BAT Bureau at the International Green Technologies and Investment Projects Center, and Abilaikhan Talgatov, Head of the Department for Monitoring, Analysis and Integrated Environmental Permits.
Kazakh experts shared practical experience in introducing BAT across industry, including comprehensive technological audits of enterprises, sectoral data collection and analysis, and the development and use of BAT reference documents. Discussions also addressed how technological and environmental performance indicators can guide industrial modernization and reduce environmental impacts.
The Uzbek delegation outlined ongoing efforts to improve environmental impact assessment and state environmental review procedures, alongside the development of national mechanisms for BAT implementation.
For the proposed digital platform, the parties considered establishing a unified technology database, digitizing BAT reference documents and developing tools to compare technologies used by industrial enterprises. The platform is expected to organize information on production processes and environmental performance, improve decision-making and support wider industrial adoption of BAT.
The exchange continued at Green University, where participants emphasized that BAT can support both environmental regulation and industrial modernization, greater resource and energy efficiency, and reductions in emissions, wastewater discharges and waste generation.
Cooperation with Kazakhstan will help Uzbekistan draw on tested approaches as it develops its national BAT system and strengthens the prevention of industrial environmental impacts.
