Uzbekistan and Belarus Sign a Memorandum of Cooperation in the Field of Environmental Expertise

On 21 October 2025, a Memorandum of Cooperation was signed at the Center for State Environmental Expertise under the Ministry of Ecology, Environmental Protection and Climate Change of the Republic of Uzbekistan with the State Educational Institution “Republican Center for State Environmental Expertise, Training, Professional Development and Retraining of Personnel” under the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus.

The document is aimed at strengthening friendly relations between the two countries, developing scientific and practical cooperation in the field of environmental expertise, and enhancing the professional capacity of specialists.

During the meeting, both sides emphasized the importance of further strengthening cooperation in the field of environmental protection and the implementation of joint initiatives in the area of sustainable development.

The Memorandum provides for:

  • improving environmental expertise and environmental impact assessment (EIA) processes;

  • developing training programs and enhancing professional qualifications;

  • introducing digital and innovative solutions;

  • conducting joint scientific research;

  • participating in international environmental initiatives.

It should be noted that Uzbekistan is currently developing a modern system of environmental governance. This year, the new Law “On Environmental Expertise, Environmental Impact Assessment and Strategic Environmental Assessment” came into force, along with the introduction of a digital platform and the launch of specialist training programs. The experience of Belarusian partners will help improve the efficiency of ongoing reforms.

The Memorandum establishes the key principles of cooperation — equality, mutual benefit, knowledge exchange, and professional development. Within the partnership framework, the sides plan to exchange scientific and methodological information, hold joint conferences, seminars and meetings, implement professional development programs, and create working groups to advance digital solutions in the field of environmental expertise.

The signing of the Memorandum represents an important step in strengthening cooperation between Uzbekistan and Belarus, introducing best practices and enhancing environmental safety.
