New York, 24 September 2025 — President of the Kyrgyz Republic Sadyr Japarov, speaking at the Special Climate Event during the 80th Session of the UN General Assembly, stressed that as a mountain country, Kyrgyzstan regards the preservation of mountain ecosystems as a common duty of all states.
He underlined that Kyrgyzstan is committed to the global climate agenda and has recently adopted its Third Nationally Determined Contribution (NDC 3.0).
The updated NDC outlines ambitious measures on both mitigation and adaptation, including efficient water management, strengthening energy security, promoting green transport, and advancing climate-resilient agriculture.
By 2030, Kyrgyzstan aims to reduce net emissions by 16% compared to the baseline scenario, and with international support, this reduction could reach 44%.
Key national initiatives include: advancing renewable energy projects, notably the construction of major hydropower plants such as Kambar-Ata-1; establishing a Climate Trust Fund to finance ecological projects and support sustainable development in mountain regions; exploring the conversion of external debt into green investments.
President Japarov invited international investors to support the country’s green agenda and stressed that mountains provide vital ecosystem services — water, biodiversity, and energy — for nearly two billion people worldwide.
He also drew attention to the increasing vulnerability of glaciers and mountain ecosystems to climate change and called on countries to endorse the Declaration on Climate, Mountains, and Glaciers and to join the Mountain Negotiation Group under the UNFCCC.
In conclusion, Japarov reaffirmed Kyrgyzstan’s strong commitment to advancing climate and mountain-related dialogue within the United Nations, highlighting that only collective action can safeguard mountain ecosystems and the future of humanity.
