Kazakhstan Highlights Climate Initiatives at the Eurasian Economic Forum

On the sidelines of the Eurasian Economic Forum, Vice Minister of Ecology and Natural Resources of the Republic of Kazakhstan Mansur Oshurbayev participated in the session “International Climate Agenda: Challenges and Opportunities for the EAEU”, which focused on decarbonization, sustainable development and regional climate cooperation.
Participants emphasized that climate policy is becoming a key factor in global economic development, directly influencing international trade, investment flows and the competitiveness of national economies. For EAEU member states, these issues are particularly important due to the significant role of industry, energy and export-oriented sectors.
During his remarks, Mansur Oshurbayev highlighted Kazakhstan’s ongoing efforts to strengthen its climate policy and carbon regulation framework. As a Party to the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, Kazakhstan has committed to reducing greenhouse gas emissions by 15% by 2030 and 17% by 2035 compared to 1990 levels.
A key element of this effort is the implementation of the Carbon Neutrality Strategy 2060, which outlines the long-term transformation of the country's energy, industrial and transport sectors. Kazakhstan is also developing a roadmap focused on industrial modernization, renewable energy expansion and improved energy efficiency.
One of the country's main climate policy instruments is the national Emissions Trading System (ETS), which currently covers approximately 43% of Kazakhstan’s greenhouse gas emissions and includes major enterprises from the energy, oil and gas, industrial and mining sectors. The system is designed to encourage the adoption of green technologies and improve environmental performance.
Kazakhstan is also advancing carbon offset mechanisms and implementing market-based instruments under Article 6 of the Paris Agreement, viewing them as important tools for attracting climate finance, expanding international cooperation and developing joint climate projects.
Participants of the session underscored the importance of strengthening climate cooperation within the EAEU, promoting knowledge exchange and supporting the transition toward low-carbon development. Kazakhstan reaffirmed its commitment to advancing regional climate partnerships and contributing to global climate action.
